The repository is derived from the caller's grant and this parent, never from the caller; the tag is unique per call, so uploads of the same project never collide. Push to the reference, then register the pushed digest with CreateArtifact.
`billing.billing_accounts.setup_payment_method`	`billing:admin`	Starts saving a payment method for the org: returns a client secret the console confirms with Stripe.js, so card data never reaches Sylphx. The saved method becomes the account's default and is charged off-session for each finalized invoice.
`billing.invoices.record_payment`	`billing:payments:record`	A seller operator records an externally verified full invoice payment. The platform-only scope cannot be granted by customer owners/admins. The invoice name identifies the customer, not the seller. References are immutable and idempotent per org and method; conflicting reuse is refused.
