An Exchange Rate is the units of one currency per US dollar on one day, from the ECB reference rates (ADR §3). A day the ECB did not publish carries the previous business day's rate, named in published_on. The table is the same for every org: any reader that converts uses it.

name	string	orgs/{org}/exchange_rates/{currency}-{YYYY-MM-DD}, lower case.
uid	string	The rate's id, as in its name. Output only.
meta	ResourceMeta	Resource metadata.
day	string	The day, YYYY-MM-DD. Output only.
currency_code	string	ISO 4217 code. Output only.
per_usd	string	Units of the currency per US dollar, as a decimal string. Output only.
source	string	ecb. Output only.
publication_day	string	The publication the rate is from: the day itself, or the business day before a weekend or holiday. Output only.
