Field	Type	What it is
name	string	orgs/{org}/projects/{project}/envs/{env}/config_changes/{config_change}; ids sort in commit order.
uid	string	chg_<cell><ulid>. Output only.
meta	ResourceMeta	Resource metadata; create_time is when the change committed. Output only.
target	string	The flag or segment changed. Output only.
action	ConfigChangeAction	What happened to it. Output only. One of create, update, delete.
target_generation	int64	The target's generation after the change. Output only.
spec	struct	The target's spec after the change, as JSON; empty for a delete. Output only.
principal	string	Who made it: key:<key id>, or user:<id> from the console. Output only.
origin_request_id	string	The request that made it (Sylphx-Request-Id). Output only.
