The `service_enablements` commands of Sylphx Access, as the CLI spells them: the same

## get

Gets a service enablement.

**`NAME`** — the resource's name; a bare id is enough below the linked
project.

## list

Lists the service enablements of a project, one per service.

**`PARENT`** — optional: the CLI fills it from the linked project or the
key's scope when it is left out.

Enables or disables a service on a project (`spec.enabled`).
