The `checkout_policies` commands of Sylphx Money, as the CLI spells them: the same

## get

Gets the environment's checkout policy: which buyer countries consumer checkout refuses. An environment that never wrote one refuses none.

| `--spec.allow-tax-id-buyers` | `bool` | Whether a buyer from a denied country who gives a tax id (a business) may still buy. Checkout then asks for the tax id; default false. |
| `--allow-missing` | `bool` | Create the policy when it does not exist (declarative upsert). |
| `--dry-run` | `bool` | Validate and print the result without writing (validate_only). |
